  5.    This function tells wether or not a built-in command exists.

  7. Practical:
  8.    This can be used to emulate a built-in command in older versions of epic
  9.    that may not support it.

  11. Returns:
  12.    1   If the built-in command <command> exists
  13.    0   If <command> doesn't exist
